Okay, before some you go "what?", I'll explain first from the research I've done. When the series was being released on DVD in Japan, they made special limited "first pressings" that came with coupons/application tickets that allowed buyers to apply for a drama cd that would be sent to them (if I read it correctly from the Japanese product descriptions lol). Or it could've just came with the first pressings of the second DVD volume since I found many of the sites described a special drama cd enclosed in it.

Since it was a special offer for buyers of the first pressing DVD's, it's understandable that there wasn't any special artworks, covers or booklets that came with it.

So what is the drama cd about? According to this (page is in Japanese) site, it's a short 10 minute lighthearted comedy set somewhere between the seventh and eighth episode of the TV series. Kenji and Hans are somehow tricked into going to a hot spring party (most likely by Kyoko) held by the other girls in the TV series where hilarity ensues. Kenji doesn't like going to the hot springs since it makes him feel dizzy and can cause him to collapse lol. There's also one scene that is specifically described from that person on the site where Kenji and Hans "reduce friction" XD LOL.

This drama cd shows the different aspects of the characters, especially Kenji's hilarious side, that you'd probably wouldn't usually see in the TV series. This sounds like a really fun drama cd to listen to just from the plot, it just sucks that it was only available through buying the first DVD pressings and having to send in application tickets to get it, so it's very rare to come by. If you happen to find this for sale or part of the A.D Police TV DVD collection then i suggest you try to get it.
