The 2040 VOOMERs were machines that were trying to evolve into a type of organic construct based on their original archetype (Galatea). That organic shape varied depending on the VOOMER. In 2040 the VOOMERs were trying to evolve physically but in the BGCOVA it's more of a case of the Boomers already being at the same level as humans but lack their freedom and acceptance as equal beings.

You don't realise it but cyberpunk is still used heavily in this day and age. As for BGC2040, it was too watered down and lacked any real harshness, it dealt with machines but you never really did feel that maybe they deserved to be treated as equals because they turned into what can only be called, monsters.
I never did like mainstream audiences because to please them you have to dumb things down. It's a big risk as it can kill some concepts that need to be as harsh and dirty as possible.
Sorry I just can't take you seriously with all of the spelling mistakes and factual errors and mashing the OVA and 2040 together and thinking it would conveniently work.
What you're coming up with sounds like a run of the mill fan fiction and not something that could actually fit into what would be considered canon... that kinda thing goes into the fan fiction forum: http://forums.thecrisiscenter.net/forumdisplay.php?f=43
You have some nice ideas, but in reality, they could never work if there was an actual sequel to BGC2040 made XD
