My personal preference, ranked highest to least:
2040
OVA
ADPolice TV
Parasite Dolls
BGC!
I haven't seen ADPolice OVA
BTW, I did see BGC before 2040 and I still prefer the latter. If the OVA had been finished properly then my opinion might have been different. I felt so frustrated that the series was ended so abruptly. What a disappointment! But it did leave me wanting more, which lead me to the 2040 TV series
I'm glad to see at least one person prefers ADPolice TV. It's not my favorite, but I enjoyed it. The attempted mugging was pretty funny and the end of Strategy (ep 5?) was a very memorable scene for me. I think you're right that its strength was in the character development. The plot was somewhat weak though. There was very little continuity between episodes and they seemed really short. Each episode seemed like a very short OVA. I think they may have had their budget cut too: they used some CGI in the first episode but I don't they I saw any more for the rest of the series. Still, it was definitely worth watching. I also liked how the teasers at the end of every episode ended with "Just how much worse can things get?"
Parasite Dolls had great characters but there just wasn't enough time to develop them and for them to interact with each other. Maybe it would have worked better as a TV series or even a movie.
Speaking of which, I think Parasite Dolls is the way to go as far as the next series. Every other series has had both an OVA and a TV series so why not PD? Maybe a prequel to the OVA.... I can't see any other direction the franchise could safely go.
True, they announced a direct sequel to 2040, dubbed 2041, but even if they do get around to making it they'll have a tough time with it:
1) Fan base has diminished by this time
2) Original voice actors may no longer be available (remember Priss in Crash?)
3) Good sequels are tough to make in general
At least with PD they can reinvent it like they did for the other TV series so most of the above don't apply. Even if they change the voice actors I don't think many people would notice in this case.
