actually, no, it's not. I attempted to do the same thing with ReBoot. I nicely contacted the company instead of just making them. They said no. Which is sad, especially since they're show isnt airing or making toys anymore.
long as he stays under the radar and dosent try to be too officialish he'll be fine.

The companies always say no. Do you know that AIC won't allow anyone to make fan arts or fiction of any of their series? Technically this site along with basically every other anime site out there is a no no. Just that most companies have some commonsense behind them that tells them that these kinda things will do more good for them than anything else.
