I would like to start out by saying I've only actually seen the original OVA series and the AD Police files, and am basing things on them.

In these we seem to have three types of "Mad Boomer" type incidents:
1) Deliberate.
---Most of the "Mad Boomer" incidents we actually see were deliberate. The Boomer had been given instuctions to go out and do what it did for whatever reason. In these cases there was no fault with the actual merchandise.

2) Mechanical.
---While it is implied that breakdowns can make them flip out, the only truly mechanical based failures we see were due to illegal refurbishing. If anything the fact the Boomer could still run reasonably well, despite being used beyond design parameters and funkiness with a backstreet refurbish job, indicates that Boomers are actually a rather solid technology in this area and not exactly prone to this kind of mechanical failure. Thus if the unit is used as designed and properly maintained there probably tends to not be a issue.

The 33S from Genaros might fall under this, but it's debateable whether they can truly be considered Mad Boomers. AD Police would likely classify them as such, however they didn't flip out or otherwise become mentally disordered. They also did seem to try to minimize casualties, and were doing what they were doing as a act of self preservation as any intelligent lifeform would be expected to do.

3) HAL syndrome.
---The HAL 9000 from 2001 is well known, although details aren't as widely known. This computer system basically was fed a command it wasn't really designed to handle, which in turn lead to a psychosis resulting in it killing the crew it was responsible for.

The poster child for this would probably be the boomer Leon shot up as a normal police officer. Given what it was, and the way it was acting it's not hard to see what type of perverted nonsense it was being put to. Apparently the programming in dealing with this developed a HAL-like syndrome leading to it being a "Mad Boomer."


Thus it seems that for the most part incidents of "Mad Boomers," based on avaliable evidence, are the fault of the owner and related people doing things they weren't supposed to and not the actual machine itself.

Non-Combat Boomers appear to be easy enough to take down, although able to take quite a bit of damage due to having redundant systems and what not keeping them operating in some cases. Given that even a everyday tire or pair of glasses can provide solid resistance against pistols, that the serverbot was shrugging off the normal Police's likely 9mm pistols may simply be an incidental effect of the necessary construction. What appeared to be 5.56x45mm carbines that the ADP were using, based off the brass ejected, certainly did just fine.

Thus that the Tac squads we see usually just carrying carbines, with the occassional shotgun and what not, don't seem quite that insane when you consider their job is not to take down illegal Combat Class, but civilian Boomers and Civilians who have become boomeroids and are engaging in criminal activity or otherwise endangering the public. Not that they didn't keep getting new gear in the form of Armored Troopers, to deal with Combat Class and certain officers had gear capable of dealing with Combat boomers.

Why the JSDF weren't brought in to handle any suspected combat boomers though is a question I can only speculate on. Given that Japan in present day is in such denial about having a military they basically hide their servicemen from the public view, perhaps it could just be treated as an extension in another bizarre bit of PC-style "logic." On the other hand perhaps they didn't feel mobilizing the military for every suspected incident was worthwhile, it's certainly implied that they will come in to handle it although we never saw them actually do so.

So what's your take on the issue and concept of Mad Boomers? If you agree, disagree, or just want to talk about opinions I'd like to hear it. Well proverbially anyway, given I'd be reading as opposed to actually hearing your response, but you get the idea.

Quite true, I noticed that Genom in the OVA were a major power play, I think it a copy of OCP megacorp in the film of Robocop. When the original show came out there were many homages to famous Sci-fi films, Such as Blade runner

Theses are seen alot more in Parasite dolls, ADPolice TV. Whoever.... I wouldn't really say this happans to the boomers in 2040. Because the boomers weren't mechanical problems... more manufacation defaluts.....

Can't agree with you there....the reason being that theses boomers were the most human ones we ever seen. There been discussions that these boomers had their personalitys copied from humans, but we can't prove anything from these ideas......

Fundamentally the reason for the illegal activity was due to damage messing with the artificial blood system and thus mechanical in nature. Thus humans were murdered in what the AD Police would probably consider the actions of a Mad Boomer. As I said it's debateable, but they sort of fit and thus deserve to be mentioned. The serverbot though I do classify as a mechanical problem.

How so? The HAL 9000 wasn't your stereotypical B-movie computer that suddenly decides to turn on the human race. Neither was Skynet in the original Terminator, for that matter. The HAL 9000 was given the command to basically lie and withold information, which conflicted with his designed purpose of accurate reporting. Not being really designed to implement weighted goals this conflict eventually led him to kill the crew breaking conditioning against such a thing to resolve the conflict. He and his designers were sure he could carry on the mission, alone, which was the primary goal.

Fundamentally this class are software problems, as I see it. The AI's system while conditioned to do certain things, may be missing a expert system to handle certain things, which in turn can lead to it becoming mentally disordered in response. This in turn can lead to Mad Boomer incidents, like that A-class. Really though it's not that much different then with humans. Some humans are prone to certain mental disorders genetically, but if they aren't kicked just right they won't develop.

Sequence N Outbreak
Indicates a boomer incident where a nano-stampede (fusion with mecha has developed. In these situations, the A.D. Police augment their normal gear with thermals protector and utilize special duty heavy armored cars.

I have copy of this has I was using this in my BubbleGun Crisis RPG.

Sequence N Outbreaks where not as common in the orginals time line. However they did happen.
Like there was some boomers that managed to fuse with guns and other weapons.
And there was some boomers that managed to merge and take over entire buildings instead. (AD Police Manga, BGCrisis Episode 1, BGCrisis 3)


As for the 33S. I feel that that one of the reason why outlaws was to reduce the chances of some one from transfering their consciences into a Boomer. It would be simulare reasons to the Human Cloning debate of what we have today. However, if you are rich and powerful enough, there is not much that the police can do about it.
AD Police Files TV really shows that well with the way that Gemon requested paper work for every boomer insident.
I can not agree with you more with the compairison of Gemon (BGC) and OPC (RoboCop) (and possibly Microsoft)

Well that answers the question of whether 2040 supports Fusion capability. In 2032/3 it's a design feature as is the "Abotex."

The 33S model of Sexaroid was banned for one reason going by dialogue in Midnight Rambler. If modified with C-Class parts it gained the ability to synchronize with "Super weapons." Super weapons apparently meaning things like the DD Battlermover that were highly computerized, as opposed to some particular level of capability or firepower. Part of the plan involving the 33S's escape from Genaros was that the DD Battlemover would gain additional effective training from the use by the 33S in no small part due to the syncronization ability. Although they were somewhat concerned about the results if she syncronized with the J-1. While it is clear Sexaroids are out of the public purview enough they're more a Urban Legend then a confirmed fact, based on Nene's reaction, they always were very particular that it was _that exact_ model that was banned. Unless the subtitles didn't translate it properly I think Sylia would have worded it differently if Sexaroids being banned was given. Besides which, other then GitS had a company who used Ghost Dubbing on their Sexaroids, and Genom seems like a company who such activities wouldn't be beyond, what reason is there to associate Ghost Dubbing technology with this particular model?

As for Robocop, they definitely were aware and referencing to some degree. One need only look at the movie scenes in Scoop Chase.
