My vote goes to Major Motoko Kusanagi. Handling a team of men like that proves she has what it takes to run a proper system.

Oh yeah I forgot, villains are usually good at the leadership thingy, however they always loozzzzzzzzzzz...hmmmm i forgot the name but in "ghost in the shell stand alone complex 2nd gig" there's this white haired guy who can contact you through your head thingy and who eventually dies in the end and has a kinda thingy going along with major kusanagi, he's pretty much a good leader with being mean. The people listened to him and stuff right?

The Major would never take the job, she's not that kind of leader. There are the kinds of leaders who say "this is what needs to happen" and then there are the kind of leaders who makes it happen... she is the kind that make it happen, but she can't do that in a world leader type role.
In fact every cool anime character that people like even remotely wouldn't fit into a world leader kind of job... that kind of job belongs to the characters no one really likes and don't trust in the first place... XD
