lol, even though I don't understand Japanese I can still figure out what they're saying simply cause I've seen all of DBZGT and a tonne of One Piece and can pick up on things that have been said by the characters before XD

Well it was kinda funny that one of the characters claimed it was all a dream near the end and then said it was just a joke XD.

From watching that, the story appears to be one of the villains from One Piece is planning to take over the Odaiba district of Tokyo and become God but is foiled over by the characters from Dragon Ball and One Piece.

Also funny they added in an anime window cleaner character (or was it a construction worker?) in there clinging onto the outer part of the tower. Poor fellow had to be electrocuted and shocked twice hehehehe, then with the appearance of the One Piece ship lol "how the hell did we end up here?" lol.

One Piece spoilers...
Yeah it's Lord Enel from One Piece, from the Skypeia arc, he claims he is god cause he ate a Devils Fruit which allows him to turn his body into electricity which pretty much makes him invincible.

Oh and the guy at the start who is yelling at Enel is Ryotsu Kankichi from "Kochikame"
