Well I've just tested it now.

The way it usually goes is that you check the 'Yes, post a poll with this thread' box, press the submit post button when you're done with that page and it'll take you to another page where you can edit the poll options and post the poll along with the thread.

That's how it's MEANT to work though, and doing a test just then, I got it to work.
