Well, coming from someone who has put together a Warhammer 40K army, all I can suggest is that you don't use super glue, it's extremely messy and is almost impossible to get off your fingers.

Testors model glue is pretty good for plastics, instead of just sticking the two pieces together it fuses the plastic together so its really hard to come apart again. Its what I used mostly on my plastic warhammer models.

I'd go with an epoxy Hawk. When something like a switch or knob breaks off or a faceplate cracks we use six minute epoxy to bond it back together again. It usually comes in two parts so you have to mix them together, but the application is easy most of the time and at the very least it won't damage the figurine.
I've used epoxy to bond parts of my Kos-mos and T-elos babies back together after the earth quake.
@ Analog: I interpreted it like this: "My mother had an accident and even though she's headless I'm suing her for damages to my Rei figurine."

I use something called Liquid Poly with the brand Humbrol on it, is totally liquid and you apply it with a paint brush, is like Moel said, it melts the plastic, I don't know if is stronger than common glue, but I can get seamless unions with it so that's why I use it. Using it is tricky though, and you might damage the plastic if a drop falls anywhere else.
I guess you aren't going to rub it down and paint, so might suggestion will be using your generic multipurpose instant glue or whatever the hell is called in english.
edit: you get a seamless union after you rub it down, I just wanted to clarify that point.
