well, for the red pants and jaquet, i'd say a fabric that here is called Oxford (i know, it IS funny. I wonder if there's a fabric called Cambridge...), and for the coat, another one named brim. Since i don't have a slight idea of what would that be in your place, i'm searching for pictures with those fabrics
my king cosplay is 100% oxford, except the white smoking shirt.

this fabric is light, cheap and it's very easy to cose. at least here is very common on fabric stores.
well, now, for the coat.
This is the Brim fabric i told ya. The best one for this kind of coat would be a heavy type of this fabric. Pretty similar to this coat here, on this King of Bandits Jing cosplay

Coats like that are very Dick Tracy like, but i just love'em.
I used the same on my hakama (Ran), but since it's black, it's no good to see on photos.
For the thing behind your head, it looks like part of the coat, please correct me if i'm wrong (well, i've never seen the anime before), you could use a type of liner that fits inside the fabric. Here is called 'intertela' (inner frame).
Now, for the boots, try finding those heavy boots for rainy days, and then get some white fabric (for boots, it would be nice to have something
synthetic like (fake leather or stuff like that) or check those stores that you buy second hand stuff. If you find leather boots (like camping boots), it's pretty easy to paint it white. You'll have to paint it for 3 or 4 hands if the original color is black. But before doing that, ask the vendor the best product to remove the original color, so that you can paint over the leather itself, otherwise the paint won't look good. And after that, pass a hand of wax on it. It will look good.
