Metroid, Super Metroid, Metroid Fusion and Metroid Zero Mission were developed by R&D1 and Intelligent Systems developed Metroid II. Gunpei Yokoi lead the teams that developed Metroid, Metroid II and Super Metroid before he died. So all of the games mentioned are purely made in Japan.
The Metroid Prime Trilogy, as everyone knows is made by Retro Studios, a development studio Nintendo owns in full and is based in Texas. At the time Retro was developing like 3-5 other games but Nintendo cancelled all of their other projects and Shiggy came in and yelled at them to get their act together so they could develop a Metroid game... XD
Metroid Prime Hunters (though really it shouldn't have the "Prime" in there since it has nothing to do with the trilogy) was developed by Nintendo Software Technology (NST) who are based in Redmond (where Nintendo has its US headquarters.)
Metroid Prime Pinball for the DS was developed by Fuse Studios and they are based in the UK.
The reason why the US gets Metroid games first is because Metroid isn't very popular in Japan. Nintendo has tried to attract Japanaese interest by trying to add a little ses appeal to the series... it's the reason why the Fusion suit has more of a feminine touch to it and is the reason why Samus loses her suit in Zero Mission and you get to see her in her "Zero Suit"... I'm sure you've seen the Japanese ads for Fusion and Zero Mission lol XD
