Matrix Reloaded is the second act of a three act play. The plot was set up in the first move, Reloaded (and other similar movies, example: Empire Strikes Back) are there to break down everything that occured in the first movie, rearrange it and set you up for the finale.
That said, you still do learn a lot from Reloaded, it's just that the average viewer is oblivious of it and only notices the action.
