Once you scanned your image turn the Photoshop Mode into Greyscale, Once your image is grey you can use you Level Tool is make the image completly black and white and shaper lines, then use the Unsharp Mask to ensure you lines are clear before you turn the image back into a colour image.

Or... Desaturate the original then use Brightness/contrast to strenthen the lines to the point of being solid black
